Indian police want a museum to display the head of a woman decapitated after she was accused of practicing witchcraft, hoping it will be a lesson for those who persecute innocent women.

A villager in the country's eastern Jharkhand state attacked the woman and chopped off her head at the weekend, apparently because he suspected her of being to blame for deaths in the family, police said. He then walked into the nearest police station holding the severed head.

"I think displaying this head in a museum will create a sensation in society and could be helpful in preventing people from taking to such heinous crimes," Sunit Kumar, a senior police officer, said from Jharkhand on Wednesday.

Several thousand law enforcement agencies are creating the foundation of a domestic intelligence system through computer networks that analyze vast amounts of police information to fight crime and root out terror plots.

As federal authorities struggled to meet information-sharing mandates after the Sept. 11, 2001, terrorist attacks, police agencies from Alaska and California to the Washington region poured millions of criminal and investigative records into shared digital repositories called data warehouses, giving investigators and analysts new power to discern links among people, patterns of behavior and other hidden clues.

Those network efforts will begin expanding further this month, as some local and state agencies connect to a fledgling Justice Department system called the National Data Exchange, or N-DEx.

The record $3.1 trillion budget proposed by President Bush on Monday would produce eyepopping federal deficits, despite his attempts to impose politically wrenching curbs on Medicare and eliminate scores of popular domestic programs.

The Pentagon would receive a $36 billion, 8 percent boost for the 2009 budget year beginning Oct. 1, even as programs aimed at the poor would be cut back or eliminated. Half of domestic Cabinet departments would see their budgets cut outright.

Slumping revenues and the cost of an economic rescue package will combine to produce a huge jump in the deficit to $410 billion this year and $407 billion in 2009, the White House says, just shy of the record $413 billion set four years ago.

Foreign aid would grow by 10.3 percent, to $22.7 billion, with big increases for HIV/AIDS programs, anti-drug and -crime programs in Mexico and Latin America, development aid, and security packages mainly for Israel, Egypt, Colombia and Lebanon.

STOCKHOLM — The case of a Nazi sympathizer who entered a famed Swedish medical school in 2007, seven years after being convicted of a hate murder, throws a rarely discussed question into sharp focus: Should a murderer ever be allowed to practice medicine?

Integrity and trust are the core of the patient-doctor relationship. Any erosion of them could harm the healing process.

How many patients would feel comfortable being put to sleep by an anesthesiologist who once murdered?

How many patients would go to a hospital where a doctor was a convicted murderer?

How many doctors and nurses would feel comfortable on the same team as a murderer, particularly a perpetrator of a hate crime against one’s own group?

Alliances like the European Union have made it easier for doctors licensed in one country to practice in another. This increases the pressure on medical schools to be ever more vigilant in asking applicants about past criminal activity.

A 19-year-old female victim of gang rape who initially was ordered to undergo 90 lashes for "being in the car of an unrelated male at the time of the rape," has been sentenced to 200 lashes and six months in jail for telling her story to the news media.

The court last year sentenced the six heavily-armed men who carried out the attack against the Shiite woman to between one and five years for committing the crime.

But the judges had decided to punish the woman further for "her attempt to aggravate and influence the judiciary through the media," a court source told the Arab News.

"No Candy" Signs At Sex Offenders' Homes

To discourage contact with children, some registered sex offenders in the state of Maryland will be asked to post signs at their homes that say "No Candy at This Residence," on Halloween.

For the second straight year, parole and probation agents plan to team with local police to dissuade sex offenders who are not allowed to have contact with children from participating in the holiday.

"We actually print out the signs for the offenders and hand them to them," said Elizabeth Bartholomew, a spokeswoman for the Division of Parole and Probation. "We expect them to post the signs."

In addition to the signs, all such offenders have been advised in a letter to stay home from 6 p.m. on Halloween until the next morning, leave their lights off and refuse to answer their doors.

William Dean Resto repeatedly urged jurors Wednesday to acquit him of sexually assaulting a 15-year-old boy at their church on Easter 2005, saying his truthful testimony and Jesus' forgiveness had freed him under God's law.

Johnson County prosecutor Martin Strahan countered that man's law dictates that Resto be imprisoned for as long as legally allowable to protect other children from an evil "wolf in sheep's clothing" who preys on trusting church people.

Man's law won twice Wednesday, despite dramatic closing arguments by Resto

Jurors later took 50 minutes to recommend that Resto serve the maximum prison term of 99 years and pay $10,000 in fines as sought by prosecutors on each of the four convictions.

The quick guilty verdict followed a Scripture-laced closing argument by Resto, whose defense was based mostly on references to Jesus' words: "The truth shall set you free."

Woman Faces Charges For Kissing Painting

(AP) A woman has been arrested on suspicion of kissing a painting by American artist Cy Twombly and smudging the bone-white canvas with her lipstick, French judicial officials said Saturday.

Police said they arrested the woman after she kissed the work on Thursday. She is to be tried in a court in the southern city of Avignon on Aug. 16 for "damage to a work of art," judicial officials said.

The painting, which is worth an estimated $2 million, was on display at the Museum of Contemporary Art in Avignon. It is part of an exhibition slated to run at the museum through Sept. 30. Officials did not provide further details on the painting.

Twombly is known for his abstract paintings combining painting and drawing techniques, repetitive lines and the use of graffiti, letters and words.

(AP) Gov. Kathleen Blanco signed legislation Friday that penalizes doctors who perform a late-term abortion procedure, making Louisiana the first to outlaw the surgery since a similar federal ban was upheld this year.

The new law allows the procedure only when the mother's life would be endangered without it. It would be a crime in all other cases, including when the pregnancy is expected to cause health problems for the mother.

Lawmakers in other states are expected to consider similar bans. Louisiana is the first to enact one, according to the New York-based Center for Reproductive Rights, an abortion-rights group.

Amy Giordani, 27, was last heard from June 8.

Three days before she disappeared, the 27-year-old woman filled out and dated a voter registration card. On June 7, the day before she was last heard from, a surveillance videotape shows her picking up groceries and baby diapers as boyfriend Rosario DiGirolamo pushes their 11-month-old son in a shopping cart.

But she was last heard from June 8, when she talked by phone to her 6-year-old son who lives with her ex-husband in New York City. Her 11-month-old, Michael DiGirolamo, was discovered the next day in a hospital parking lot in Newark, Del., a handwritten note pinned to his diaper calling him "John Vincent" and saying his caregiver had no job or health insurance. "God have mercy on me," the anguished note read.

On June 18, her purse was found in the back of her bedroom closet in her third-floor walk-up, still containing her wallet and ID. It also contained a full pack of cigarettes; Giordano was a chain smoker.

I’m not sure why Reuters puts ex-Muslims in scare quotes, but here’s the wire service’s piece on some of the bravest of the brave in Europe today:

“Ex-Muslims” hoping to change the terms of debate about Islam in Europe will launch a British group in London on Thursday.

The activists, many of them Iranian exiles, support the freedom to criticize religion and the end to what they call “religious intimidation and threats”.

“Too many things in the media and government policies have been geared to pandering to the political Islamic movements and Islamic organizations,” Maryam Namazie, head of the British group, told Reuters

“I hope we’ll get a lot more attention and begin to change the debate,” said Namazie, who left Iran in 1980 after the Islamic revolution there.

Leaving Islam is considered a crime punishable by death in some Muslim-majority countries.

“I have to get home to my mother, she will be so worried if I am not back soon.”

9 year-old Mona clutched at the gaping hole in her stomach, blood pouring out of her as if someone had turned on a faucet. There was something so terribly and indescribably out of place in her frail words, the colliding of two disparate worlds, that of a mother’s child, and that of a little girl facing down the ugliest of what life and humanity had to offer.

The man who was kneeling at her side however knew better. He was a trained medical professional, and in a war zone known as Gaza of all places. He had seen this scenario a thousand times before, and a thousand times too many as far as he was concerned.

This child would not be going home, at least not her earthly home, given the fact that she had just been shot in the stomach at close range by a soldier wielding a machine gun, the bullets from which produced exit wounds on her tiny body that were as large as golf balls.
