scientific reason for not doing so, the &lt;A href="http://www.sciencedaily.com/releases/2008/07/080717134513.htm"&gt;EPA issued a report&lt;/A&gt; entitled &lt;EM&gt;&lt;A href="http://www.climatescience.gov/Library/sap/sap4-6/final-report/"&gt;Analyses of the Effects of Global Change on Human Health and Welfare and Human Systems&lt;/A&gt;.&lt;/EM&gt;&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;On one hand the EPA asserts using the Clean Air Act to regulate
greenhouse gas emissions would be “irresponsible” and too much of an
economic burden and on the other it warns of the “substantial” threats

  last incident&lt;/A&gt;, involving the capture of British sailors, the story about 
  being in international waters was the same – except, it turns out, they weren't

  waters&lt;/A&gt;, just as we speculated in &lt;A href="http://www.antiwar.com/justin/?articleid=10724"&gt;this

  the U.S. and Britain are trying to trigger a new conflict with the most brazen 
  provocations, and they don't really care how it happens – only that it does.
