The Town Board is taking the advice of its new lawyer and

will introduce a one-year moratorium on wind farm proposals, pending changes

to the town's Wind Energy Facilities law that was adopted last year to

regulate permits.

During a special board session Monday night, acting Town Supervisor Joe

Brodka said the step is being taken to protect the town.

Two of First Wind’s executives –– chief executive officer Paul Gaynor and chief operating officer Michael Alvarez –– also are board members of Deepwater.

The investigation came to light in July, when New York Attorney General Andrew M. Cuomo served subpoenas on First Wind, formerly known as UPC Wind, and on Noble Environmental Power of Essex, Conn.

LINCOLN, Maine — As First Wind of Massachusetts finishes building a wind farm on Stetson Mountain and prepares applications for another on Rollins Mountain, New York State Attorney General Andrew Cuomo continues probing allegations that the company dealt improperly with public officials in upstate New York.

Begun in July, Cuomo’s investigation probes whether First Wind and another company based in Connecticut improperly sought or obtained land-use agreements with residents and public officials; whether public officials received improper benefits to influence their actions; and whether they entered into anti-competitive agreements or practices.

The giant foreign-owned industrial wind companies are looking at installing 400-foot-plus towers in towns throughout Jefferson County and beyond. The public needs to be informed of how our quality of life would be affected and reminded that we are not in an Empire Zone so the profits here would not be close to what was gained in Lewis County.

Senator Miller issued a letter today to Governor Carcieri requesting specific and detailed information related to Deepwater’s relationship with First Wind.

The letter asks the Governor to respond to the following questions:

1. Under what unilateral authority is he granting exclusive ocean development rights to this firm?

FPL pulls plug on wind project

Florida Power & Light Company, a subsidiary of FPL Group, pulled the plug on a 35,000-acre Wilbarger County wind power project this week.

The company packed up the $400 million project in light of recent commotion in financial markets and transmission restraints in the area.

Nationwide financial turmoil has caused FPL markets to flip and flop, too.

A House vote on bill was scuttled Thursday after lawmakers discovered two different versions of the legislation circulating. It is being reworked and is expected to come up for a vote again today. The Senate approved a one-year extension of the wind tax credit in a bill Tuesday with 93 votes in favor.

Drilling for natural gas and the creation of wind farms can be economically beneficial to communities as well as landowners. Yet, there are legitimate environmental concerns that need to be addressed. With drilling, people worry about chemicals companies inject into the water as part of extracting the gas. Wind farm opponents worry largely about the visual impact on pastoral landscapes, as we’ve seen in battles in towns in southern Ontario County and northern Steuben.
There is no argument that we need to find new and better ways to power our future. But we cannot ravage communities and sell ourselves out to do it.

The Cattaraugus County Industrial Development Agency is not mentioned in a proposed local law intended to sidestep a blanket state tax exemption and maintain the county’s ability to tax wind farms and other alternative energy facilities.

But some Cattaraugus County Legislators said Monday that mistrust of the agency, along with a lack of understanding of the proposed law, probably will scuttle the second attempt in a year to bring it to a vote. The decision is likely to be made after a public hearing at 3 p. m. today in the legislative chambers on the third floor of the County Center in Little Valley.

Is Wind Power a Big Con Trick?

It shows, in very stark terms, the shortcomings of wind turbines and makes a compelling case to suggest that but for the very generous subsidies available, no one would be investing in wind because it simply does not make sense to do so. The subsidies skew the energy market place and actually discourage funding for other, potentially more effective forms of renewable power.

At the heart of this argument, which has been raging for several years, is the relative inefficiency of harnessing the wind for energy. Impressive claims about the generating capacity of the average turbine begin to look decidedly shaky when average wind speeds are factored into the equation. Most turbines operate at just 27 per cent of full power, slashing a potential generating capacity of one turbine from 30 megawatts a day down to little more than eight megawatts.

An experiment to test if wind turbines are a viable option to use at Snowmass Ski Area to produce power for the Aspen Skiing Co. ended in disaster Thursday.

A 165-foot high tower fitted with anemometers crashed to the ground on the upper Big Burn area when a winch hoisting the heavy structure failed, according to Auden Schendler, Skico executive director of sustainability. The tower was damaged beyond repair, he said.

Planning board OKs wind turbines

The Allegany Town Planning Board Monday night formally accepted the application for a wind energy project in the southwest portion of the town.

The board also approved a resolution that would begin the environmental review process, which would include sending letters to agencies that would be involved with the review or may be interested in the review of the project.

The letter will inform the agencies that Everpower Renewables, a New York City-based energy company, has submitted an application to build a wind farm in the Chipmonk area and ask for suggestions on issues to consider during the review.

The cease-and-desist letter goes back to an e-mail Brown sent to former St. Lawrence College president Volker Thomsen and others, following an international wind energy conference at the college in June.
