Commercial wind zoning ban in Kansas

In what may be a first in the nation, the Kansas Supreme Court approved a county’s outright zoning ban of industrial wind turbines, defined as those over 120 feet or 100kw or “more than one Wind Energy Conversion System of any size proposed and/or constructed by the same person or group of persons on the same or adjoining parcels or as a unified or single generating system”. Owners of land and of wind rights had challenged county zoning decisions banning such facilities.

The commission previously designated an ocean-based "Island Wind District of Critical Planning Concern" for waters out to the 3-mile limit of island towns' jurisdiction.

If a land-based zone for wind turbines on the island is designated, a year-long moratorium on any development in the affected airspace would go into effect while regulations are developed and approved, according to the press release.

Experts in the field say that wind turbines not only create blind spots where air traffic controllers can’t see an airplane on the radar, they also can create the appearance of aircraft in the area when there aren’t any. Each wind turbine can create the image of a Boeing 747 on the radar screen. Imagine 100 Boeing 747s appearing on the radar screen while you are trying to keep track of four or five student aviators flying in the landing pattern.

'There was no sudden gust of wind and the conditions we had were exactly what you would want if you were putting up a wind turbine.'

HANCOCK -- EOS Ventures, the Hancock-based renewable energy development company, played a key role in the largest community-owned wind farm and the largest off-shore wind power project operating on the East Coast, which started churning power on the Fox Islands off the coast of Maine this month.

EOS Ventures handled the wind turbine purchase and the transportation logistics, and provided engineering oversight.

New England utility National Grid has rejected another proposal to buy electricity from a $200 million wind farm to be built off the coast of Rhode Island by Deepwater Wind, according to The Providence Journal.

The project, which would deliver power to Block Island and serve as a trial for larger offshore wind farms, has strong support from Rhode Island Governor Donald Carcieri. In June he signed a bill into law requiring National Grid and other utilities operating in the state to purchase green power.

"The energy market in Maine and New England is at the lowest it's been since 2002," King said. "In 2008, the price was $12.50 per million Btus, but today, it's $4, so that's a pretty dramatic drop. So, now is not a good time."

That's why King and partner Robert Gardiner of Cumberland Foreside deferred their turbine purchase by a year.

WASHINGTON – Executives at Dallas-based Tang Energy, a partner in a Chinese wind-power blade manufacturing plant, say they are planning a factory in the United States to capture some of the resurgent U.S. market for renewable energy.

In May, Tang arranged $300 million in financing for U.S. wind farm projects from CATIC International Trade and Economic Development Ltd., a subsidiary of state-owned China Aviation Industry Group.

On Sept. 11, 2009, Democrat congressman Eric Massa of the 29th Congressional District of New York -- yes, this district actually exists -- wrote President Obama a letter regarding the Obama administration's $74.6 million grant to Canadaigua Power Partners, LLC, and Canandaigua Power Partners II, LLC, in Cohocton, N.Y. These companies, according to Massa, "act as shell companies that deceptively operate on behalf of First Wind, which is currently under investigation by New York State Attorney General Cuomo for corruption charges in Cohocton and across the Northeast."
