The single, most important legislative accomplishment in my 32-year-old career in the Senate is passing the Violence Against Women Act. After years of work, countless hours of hearings, pages of expert testimony and Senate floor debate, my Act passed in 1994. The law was renewed in 2000 and most recently expanded in 2005 when I worked to include new measures to treat children who witness violence, to increase housing opportunities and to create dedicated resources for rape crisis centers.

the Violence Against Women Act also created a special $15 million program for colleges and universities to create campus-wide victim services and security programs. The Act has transformed the way police, prosecutors, judges and advocates tackle domestic violence in their communities, and infused more than $4 billion dollars to state systems to fight violence against women.

One-legged swimmer takes to Olympic waters

BEIJING, China (AP) -- Natalie du Toit looked like any other athlete when she walked into the Bird's Nest, carrying the South African flag at the opening ceremonies.

But now it's time to compete. And when Du Toit takes off her prosthetic left leg Wednesday to vie for a medal in the first open water race in Olympic history, she'll surely be swimming for everyone who's ever struggled with a disability, been told they can't do something, experienced being shuffled off to be with their own kind.

The 24-year-old native of South Africa lost half her left leg in a horrific accident seven years ago, but she refused to let it derail her hopes of competing against the world's best athletes.

Rachel Maddow Replacing Dan Abrams On MSNBC Effective Immediately

Rachel Maddow will replace Dan Abrams as host of the 9PM hour on MSNBC, the New York Times' Bill Carter reports. Just last month in a Times article by Jacques Steinberg, MSNBC president Phil Griffin declared Maddow "at the top" of a "very short list" for those who should have their own show, though at the time he said he "[didn't] know when" that would be. As Carter reports, the final stretch of the 2008 election season will be Maddow's debut as the host of her own MSNBC show:

The moves, which were confirmed by MSNBC executives Tuesday, are expected to be finalized by Wednesday, with Mr. Abrams's last program on Thursday. After MSNBC's extensive coverage of the two political conventions during the next two weeks, Ms. Maddow will begin her program on Sept. 8.

Barack Obama said he would consider embracing a single-payer health-care system sometime in the future as his plan for broader health coverage evolves, the WSJ’s Amy Chozick reports from the campaign trail.

“If I were designing a system from scratch, I would probably go ahead with a single-payer system,” Obama told some 1,800 people at a town-hall meeting on the economy in
Albuquerque, New Mexico.

But critics, including every Republican we can think of, cringe at the elimination of competition and deep government involvement in the private sector.

“People don’t have time to wait,” Obama said. “They need relief now. So my attitude is let’s build up the system we got, let’s make it more efficient, we may be over time—as we make the system more efficient and everybody’s covered—decide that there are other ways for us to provide care more effectively.”

Pit bull kills Chihuahua that helped disabled toddler

A tiny girl named Pauline Veloz came to rely on a tiny dog named Hennessey. The Chihuahua helped her live with blindness, cerebral palsy and other disabilities by calming her down and forecasting her seizures.

"She really bonded with him," Jennifer Miller, her grandmother, tells The Mercury News. "That little dog was always by her side or on her lap. He was her world."

On Friday, she was sitting in her stroller outside a relative's house in San Jose when a neighbor's 50-pound pit bull entered the yard and attacked her 2 1/2 pound helper.

"She's a completely different child without her dog," the grandmother says. "She doesn't sleep well. She's very fussy, and she wants to bang her head again. She keeps reaching out for him and she's obviously upset that he's not there."

In addition to tending to Pauline's grief, the Mercury News says the family has to find a way to pay the $800 bill from the veterinarian.

A patient with Alzheimer's disease had their condition improve hugely just minutes after receiving a special injection of a prescription drug approved to treat psoriasis and rheumatoid arthritis and other conditions, according to a new study.

The drug, co-marketed in the U.S. by Amgen and Wyeth under the name Enbrel, dramatically reversed symptoms of an Alzheimer’s disease sufferer minutes after it was injected into the patient's spine, researchers in the U.S. discovered. The drug, sold in Australia as Etanercept, has also been used off-label for treating Alzheimer's.

Tax babies 'to save planet'

COUPLES who have more than two children should be charged a lifelong tax to offset their extra offspring's carbon dioxide emissions, a medical expert says.

The report in an Australian medical journal called for parents to be charged $5000 a head for every child after their second, and an annual tax of up to $800.

And couples who were sterilised would be eligible for carbon credits under the controversial proposal.

Perth specialist Professor Barry Walters was heavily critical of the $4000 baby bonus, saying that paying new parents extra for every baby fuelled more children, more emissions and "greenhouse-unfriendly behaviour".

Instead, it should be replaced with a "baby levy" in the form of a carbon tax in line with the "polluter pays" principle, he wrote in the latest Medical Journal of Australia.

Frustration with U.S. negotiating tactics at the climate conference burst wide open Thursday, with countries from Germany to Tuvalu blaming the U.S. for torpedoing a new climate-change deal. Europeans have threatened to skip the U.S.-sponsored global warming fest in Hawaii in January in retaliation for the slow-go tactics of U.S. negotiators.
