WASHINGTON — Congress faces a looming deadline of Nov. 1: The day the Internet tax moratorium expires.

If it doesn't extend or make permanent this moratorium, state and local governments will be free to impose taxes on Internet access, products or services purchased online and discriminatory fees that treat those purchases differently from other types of sales.

State and local government officials have been eyeing such tax possibilities for years. There’s an endless list of ways officials can tax Internet tools can be taxed including the taxing of email, downloads and a whole host of other transactions, services, and tools and uses yet to come.

“New taxes on Internet access amounts to turning the information superhighway into a high-priced toll road,” said Monica McGuire of the National Association of Manufacturers regarding the potential new costs to manufacturers, their suppliers and consumers.

A: The hydrangea, macrophylla, is widely used in our area. It comes from Japan, is deciduous, has a symmetrically rounded growth habit, and grows to 4 to 6 feet high and as wide. It does well as a landscape shrub or in a container. The blue and pink colors of the hydrangeas depend on the amount of aluminum in the soil that can be absorbed by the roots.

For blue flowers, they add aluminum sulfate (51 percent) to lower the pH in the soil. You can purchase this at your nursery. Depending on the size of the plant, add 1 tablespoon to1}4 cup per plant in

NEW YORK (Reuters) - A New York restaurateur has cooked up the most world's most extravagant pizza -- a $1,000 pizza topped with six sorts of caviar and fresh lobster.

Nino Selimaj, who runs six pizza restaurants in New York, on Wednesday unveiled his Luxury Pizza, a 12 inch (30 cms), thin crust topped with caviar, lobster, creme fraiche and chives. Cut into eight, it works out at $125 a slice.

"I know this won't be for everyone but there are people in New York who can afford it and once tried, they'll be back for more. It is delicious," said Selimaj, who moved to New York from Albania about 29 years ago.

"Sure, some people will say it is just a publicity stunt but I have researched this for over a year and think there is a demand. I have already sold one."

If diners are still peckish after the Luxury Pizza, they can always head over to the midtown restaurant Serendipity that sells a $1,000 ice-cream sundae called Golden Opulence which is covered in 23K edible gold leaf.

ANCHORAGE, Alaska (AP) -- A helicopter is not necessarily a match for an angry moose.

Instead of slowing down after being shot with a tranquilizer dart, a moose charged a hovering helicopter used by a wildlife biologist, damaging the aircraft's tail rotor and forcing it to the ground.

Neither the pilot nor the biologist was injured, but the moose was maimed by the spinning rotor and had to be euthanized, wildlife officials said.

"It just had to be one of those quirky circumstance. Even dealing with bears and goats and moose and wolves, this is pretty unusual and truly a very unique situation," said Doug Larsen, regional supervisor for the Division of Wildlife Conservation.

BERLIN (Reuters) - A new study by German scientists of spiders' copulation techniques found that males leave part of their sex organ inside their female partner as a sort of "chastity belt" to deter rivals.

"By breaking off parts of their intromittent organs inside a virgin female, males can reduce sperm competition and thereby increase their paternity success," the Bonn University researchers wrote in the journal "Behavioral Ecology".

After setting the tone by shaking the female's web, the male has only seconds to have sex before the larger female kills him. In over 80 percent of cases, the tip of the male's genital organ breaks off inside the female.

This appears to be the result of a hasty getaway -- but also leaves behind a sort of chastity belt that keeps other males away, the study showed.
