LAGOS, Nigeria (CNN) -- At least 200 people were killed outside Lagos, Nigeria, in a massive explosion and fire that ignited as crowds carried away buckets of refined fuel from a tapped fuel pipeline, the Nigerian Red Cross said.

Stealing fuel from the country's pipelines is a common and many times deadly occurrence in Nigeria. In May, at least 150 people died when vandals tried to tap a petrol pipeline outside Lagos.

"The explosion happened in a densely populated area, and that is why we're having these high casualty figures," Orebiyi added. (Watch how the pipeline incinerated buildings around the site )

The U.S. Geological Survey said the quake, which hit at 8:26 p.m. (1226 GMT), registered magnitude 7.1, while Taiwan's Central Weather Bureau measured it at 6.7. It was followed eight minutes later by an aftershock registering 7.0, the USGS said.

Japan's Meteorological Bureau said a one-meter (3.3-foot) tsunami might be headed toward the eastern coast of the Philippines, but later lifted the warning.

The tremor was centered at sea about 23 kilometers (13 miles) southwest of Hengchun on the southern tip of Taiwan, the bureau said. Hengchun is about 450 kilometers (260 miles) south of Taipei.

The International Tsunami Information Center (ITIC) issued a tsunami watch after an earthquake with a magnitude of 7.7 rumbled in the Indian Ocean 350 kilometers (220 miles) south of Jakarta.

According to the U.S. Geological Survey's National Earthquake Information Center Web site, the quake hit at 3:19 p.m. (8:19 a.m. GMT).

Three strong aftershocks followed over the next three hours, according to the USGS and Indonesian radio.

In May, an earthquake in the Indonesian region of Yogyakarta killed more than 6,000 people and displaced more than 200,000, according to United Nations figures.

Earthquake rocks Trinidad, Venezuela

PORT OF SPAIN, Trinidad (Reuters) -- A strong earthquake hit Venezuela and Trinidad on Friday, knocking out power across much of the Caribbean island and sending thousands of people in Venezuela into the streets.

Callers to local radio said there had been structural damage to some buildings in Trinidad, which was the epicenter of the 6.1 magnitude quake.

Authorities in both countries, which are separated by just a few miles of the Caribbean Sea, said there were no reports of serious injuries.

FRESNO, California (AP) -- The death toll from California's record-breaking heat wave reached 132 on Friday, the first day in nearly two weeks that temperatures were expected to stay below 100 degrees across most of the state.

The big jump in the death count came primarily from Los Angeles County and the Central Valley counties of Merced and Stanislaus, where coroners struggled to keep up.

"This is unprecedented for the county," said Stanislaus County Office of Emergency Services spokesman David Jones. The county, home to Modesto, typically sees one heat-related death a year, he said. On Friday, it reported 29. (Watch how people stay cool and police save lives -- 1:45)

The vast majority of deaths believed linked to the heat wave were elderly people, whose bodies don't cope as well in the heat. But there have been younger victims as well: A 38-year-old gardener collapsed on the job and died last week; on Wednesday, two brothers, ages 57 and 68, were found dead in a home without air conditioning.

Many of them probably underestimated the potential for harm, county coroners told The Associated Press.

State of emergency

State Sen. Dean Florez said he called on Gov. Arnold Schwarzenegger to declare a state of emergency in the Central Valley to make more financial and personnel resources available.

Gobbling energy

Californians trying to keep cool have also set records for energy consumption, forcing some voluntary blackouts and even catching the Department of Water and Power officials by surprise.

BEIRUT, Lebanon (CNN) -- An airstrike hit a U.N. post in the southern Lebanese city of Khiyam late Tuesday, causing casualties, according to the U.N. Interim Force in Lebanon.

Smoke billows from a southern Beirut neighborhood after an Israeli air raid Tuesday.

Lebanese security forces said it was an Israeli airstrike and four U.N. observers were killed, but UNIFIL said it had no further information on the attack.

UNIFIL sent a rescue-and-medical team to the area, and the team was trying to clear rubble early Wednesday. UNIFIL said there were at least 14 incidents of firing close to the post since Tuesday afternoon.

ST. LOUIS, Missouri (CNN) -- Almost 300,000 electric customers in the St. Louis, Missouri, area remained in the dark Sunday night, four days after the first of two severe thunderstorms battered the region amid a lingering heat wave, a utility spokesman said.

Downtown St. Louis and northern suburbs such as Florissant and Jennings were among the hardest-hit areas, Cleary said. About 77,000 of the remaining customers without power were in communities across the river in Illinois, said Maggie Carson, a spokeswoman for the state emergency management agency.

Temperatures that had spiked above 100 degrees last week eased over the weekend, with highs Sunday in the upper 80s. The mercury was expected to climb back into the 90s this week.
